The Academic Staff Union of Polytechnics (ASUP) has issued a 21-day ultimatum to the Federal Government to fulfill outstanding obligations arising from agreements previously reached with the union.

This resolution was announced by ASUP President, Mr. Shammah Kpanja, during a press briefing in Abuja on Thursday, following an emergency meeting of the union’s National Executive Council (NEC).

According to Mr. Kpanja, the demands include the release of a circular by the National Salaries, Incomes, and Wages Commission to effect the payment of Peculiar Academic Allowances (PAA), a provision enshrined in the ASUP/FGN 2010 agreement. He noted with concern that, rather than providing for these allowances, they have been removed from the current budgeting framework, with no decisive intervention from the Federal Ministry of Education.

The NEC also expressed strong reservations over the continued decision of the National Board for Technical Education (NBTE) to outsource the accreditation process for polytechnics, despite prior assurances to discontinue such practices.

Other unresolved issues highlighted include:

Non-implementation of the 25%/35% arrears of salary review covering a 12-month period, despite its inclusion in the national budget.

Failure by many state governments to implement the new national minimum wage for polytechnic staff.

Prolonged delay and non-approval of a dual mandate structure designed to end longstanding discrimination against Higher National Diploma (HND) holders.

“In view of the above, our union’s NEC has resolved to issue a 21-day ultimatum to the government to address these issues satisfactorily,” Mr. Kpanja stated. “A failure to utilise this window may compel the union to declare a trade dispute and withdraw the services of our members across public polytechnics and monotechnics nationwide.”
